Can foreigners buy property in Dubai?

Yes, in Dubai's freehold areas, and you do not need to live in the UAE. Here is what Dubai law says, a map and full list of Dubai areas marked Freehold, Part freehold or Not freehold, and Fidu's homes for sale in them.

Fidu Properties Research 29 October 2026 24 min read

Yes, foreigners can buy property in Dubai. Dubai law lets people who are not UAE nationals own property in the areas the Ruler of Dubai has opened to them (Law No. 7 of 2006, Article 4), and the UAE government portal u.ae says they do not need to live in the UAE to do so. In those areas a foreign buyer can hold freehold with no time limit, or usufruct or a lease of up to 99 years.

Quick answer: Most of the Dubai communities foreign buyers ask about are freehold, including Dubai Marina, Palm Jumeirah, Downtown Dubai, Business Bay, Jumeirah Village Circle and Dubai Hills Estate. Of the 97 Dubai areas checked for this guide, 71 are freehold, 21 are only part freehold and 5 are not freehold. See them on the map.

Who can own property in Dubai under the law?

Under Article 4 of Dubai Law No. 7 of 2006, the right to own property anywhere in Dubai belongs to UAE nationals, nationals of the other Gulf Cooperation Council states, companies fully owned by them, and public joint stock companies. Everyone else, including foreign individuals, can own property in Dubai only in the areas the Ruler of Dubai determines.

In those areas, Article 4 allows two kinds of right: freehold ownership with no time limit, and usufruct or leasehold for up to 99 years. Which one is on offer depends on the plot, as the sections below explain.

Do you need to live in the UAE to buy property in Dubai?

No. A foreign buyer does not need to live in the UAE to buy property in Dubai’s freehold areas. The UAE government portal u.ae (page updated 27 October 2026) says foreigners, including people who do not live in the UAE, may hold freehold, usufruct or 99-year leasehold rights in Dubai’s designated areas.

Fidu’s property buying service explains the steps for buyers who live abroad.

Does your nationality change whether you can buy in Dubai?

Only if you are from the UAE or another Gulf Cooperation Council state, because those buyers can own anywhere in Dubai. For everyone else the rule is the same: Law No. 7 of 2006 speaks of “non-UAE nationals” and lists no countries, so Indian, British, American and all other foreign buyers can buy in the same Dubai freehold areas.

What can a foreigner own in a Dubai freehold area?

In a Dubai freehold area a foreign buyer can own property outright, such as an apartment, a villa, a townhouse or land, registered in the buyer’s name with the Dubai Land Department. On a few plots the law allows only usufruct or a lease instead, so the right on offer depends on the exact plot.

What is freehold property in Dubai?

Freehold property in Dubai is property the buyer owns outright, with no time limit. Law No. 7 of 2006 calls it “freehold ownership of Real Property without time restrictions”. The Dubai Land Department, the only body allowed to register property rights in Dubai (Article 6 of the same law), records the owner and issues the title deed.

What is the difference between freehold, usufruct and a 99-year lease in Dubai?

In Dubai, freehold means owning a property with no time limit. Usufruct is the right to use a property and take its income for a fixed term while another person owns it. A lease is a long tenancy. Law No. 7 of 2006 allows both for up to 99 years, and the Dubai Land Department registers them.

A few plots inside Dubai’s listed areas carry only these shorter rights:

  • Resolution No. 25 of 2021: usufruct or a lease of up to 99 years on one plot in Jebel Ali Industrial Third, one in Ras Al Khor Industrial Third and two in Al Warsan First.
  • Regulation No. 2 of 2012: usufruct of up to 85 years on one plot each in Dubai Investment Park First and Second.
  • Regulation No. 3 of 2012: usufruct of up to 99 years on one plot in Mirdif.

Where can foreigners buy property in Dubai?

Foreigners can buy property in Dubai’s freehold areas, which include most of the large newer communities. Of the 97 Dubai areas checked for this guide, 71 are freehold, 21 are only part freehold and 5 are not freehold. The map shows each area by status, and the full list under it gives every area as plain text.

Which areas of Dubai are freehold?

These 71 Dubai areas are freehold, so buyers of any nationality can own property there. Five of them, including Palm Jumeirah and Dubai Marina, appear in Regulation No. 3 of 2006. The others, such as Business Bay, Downtown Dubai and Jumeirah Village Circle, are freehold in practice; Dubai’s published rules list land by sector and plot number, not community name.

Where can foreigners not buy freehold in Dubai?

Foreigners generally cannot buy freehold property in older Dubai districts that no published rule opens to them, such as Al Karama, Al Nahda, Al Qusais and Al Warqa’a. There, only UAE and GCC nationals, companies they fully own and public joint stock companies may own property (Law No. 7 of 2006, Article 4). In Jebel Ali Industrial the one listed plot offers only usufruct or a lease of up to 99 years, not freehold.

Four of these five rest on not appearing in any published rule, so treat them as a guide and check the exact plot.

5 areas, A to Z

  • Al Karama Not freeholdAl Karama does not appear in any published freehold rule, so foreign buyers generally cannot buy freehold property there.
  • Al Nahda Not freeholdAl Nahda in Dubai does not appear in any published freehold rule, so foreign buyers generally cannot buy freehold property there.
  • Al Qusais Not freeholdAl Qusais does not appear in any published freehold rule, so foreign buyers generally cannot buy freehold property there.
  • Al Warqa'a Not freeholdAl Warqa'a does not appear in any published freehold rule, so foreign buyers generally cannot buy freehold property there.
  • Jebel Ali Industrial Not freeholdResolution No. 25 of 2021 allows foreign buyers only usufruct or a lease of up to 99 years on plot 64 in Jebel Ali Industrial Third, not freehold.

Does Dubai law name every freehold area?

No. Dubai law opens land to foreign buyers by Dubai Land Department sector and plot number, not by community name. Regulation No. 3 of 2006 lists 23 areas and 45 plots, and later rules add more. Most large Dubai communities, including Business Bay and Downtown Dubai, do not appear in any published rule; they are freehold in practice.

The plot maps are not published, so the listed plot numbers cannot be matched to community names from public sources. That is why this guide uses three plain labels: Freehold, Part freehold and Not freehold. For any single property, the area and plot number on its Dubai Land Department registration settle the question.

Are Business Bay and Downtown Dubai freehold?

Yes. Business Bay and Downtown Dubai are freehold in practice: buyers of any nationality buy homes in both and register them with the Dubai Land Department. No published Dubai regulation or resolution names Business Bay or Downtown Dubai, and none of the published plot lists has been shown to cover them. Their freehold status comes from market practice and Dubai Land Department registrations, so check the plot on the title deed.

Fidu’s area guides cover Business Bay and Downtown Dubai in more depth.

Which laws decide where foreigners can buy in Dubai?

Dubai Law No. 7 of 2006 sets the rule, and eleven published regulations and resolutions found for this guide, issued between 2006 and 2022, list plots where non-UAE nationals may own property in Dubai. The Dubai Land Department announced a further change in January 2025. The table gives each one, its date and what it does.

What changed in Dubai’s freehold rules in 2025 and 2026?

One change took effect in Dubai in 2025 and one was announced, and no new published regulation or resolution adding land has been found since February 2022. On 19 January 2025 the Dubai Land Department said private owners of 457 plots on Sheikh Zayed Road and in Al Jaddaf can apply to convert their land to freehold, whatever their nationality.

  • Sheikh Zayed Road and Al Jaddaf (Dubai Land Department, 19 January 2025): 128 plots on Sheikh Zayed Road between the Trade Centre Roundabout and the Water Canal, and 329 plots in Al Jaddaf. The conversion fee is 30% of the valuation, based on gross floor area. The announcement cites no law or resolution number.
  • Masdar City (Dubai Land Department, 24 July 2025): a memorandum so that companies in Masdar City’s free zone can own property in Dubai on a freehold basis. The memorandum says the two sides will develop the rules; none had been published as of 28 October 2026.
  • No new instrument found: as of 28 October 2026, no regulation or resolution adding land after Resolution No. 6 of 2022 (28 February 2022) was found. The Dubai Legislation Portal’s search only finds a law by its exact number, so this cannot prove that none exists.

Can foreigners get a mortgage or a visa when buying in Dubai?

A foreign buyer of property in Dubai can qualify for the UAE’s 10-year Golden Visa when the property is worth AED 2,000,000 or more, under Cabinet Resolution No. 65 of 2022. UAE banks may also lend to foreign buyers, within the Central Bank of the UAE’s mortgage limits for expatriates. The two answers below cover the mortgage and the visa in turn.

Can foreigners get a mortgage to buy property in Dubai?

Yes. UAE banks may lend to foreigners buying property in Dubai, within limits set by the Central Bank of the UAE. For expatriates, its mortgage regulation caps the loan at 80% of the value of a first home worth less than AED 5 million, 70% above that, 60% on a second or investment property and 50% off-plan.

The loan can run for up to 25 years, and total debt repayments cannot exceed 50% of the borrower’s income. These are minimum standards, so a bank can set stricter ones. The regulation says nothing specific about buyers who live outside the UAE, so whether a bank lends to them is the bank’s own decision.

Fidu’s guide to the cost of buying property in Dubai lists the fees that apply with or without a mortgage.

Does buying property in Dubai give you a residence visa?

Buying property in Dubai worth AED 2,000,000 or more can qualify the owner for the UAE’s 10-year Golden Visa, under Cabinet Resolution No. 65 of 2022. The AED 2,000,000 can be one property or several combined. Mortgaged and off-plan purchases have extra conditions, so confirm them with the Dubai Land Department before relying on them.

Fidu’s Golden Visa guide explains the steps and the paperwork.

How do you check that a Dubai property is freehold before you buy?

To check that a Dubai property is freehold, look at the plot, not the community name. Ask for the Dubai Land Department title deed or, for an off-plan home, its Oqood registration, note the area and plot number on it, and confirm with the Dubai Land Department that non-UAE nationals may own that plot.

  1. Get the area and plot number from the title deed, or from the Oqood registration for an off-plan home.
  2. Compare them with the instruments in the table above, or ask the Dubai Land Department to confirm the plot’s status.
  3. Buy through a broker registered with RERA, and ask for their broker registration number (BRN).

Where does this information come from?

This guide is based on Dubai’s published laws, read on the Dubai Legislation Portal, and on announcements by the Dubai Land Department and the UAE government. The law and the area statuses were checked on 22 October 2026. The English texts are translations, and the Arabic text of each law prevails.

This is general information, not legal advice. Rules change and plots differ, so confirm the status of a specific plot with the Dubai Land Department before you buy.
