The headline is the 4% DLD transfer fee on the sale value. Legally it is split between buyer and seller; in practice the buyer usually pays all of it unless the contract says otherwise. That is negotiable, and worth negotiating at offer stage rather than after terms are agreed.
On top sit fixed charges that are easy to underestimate: a DLD admin fee of AED 580 on ready property or AED 40 off-plan, and trustee office fees of AED 4,000 under AED 500,000 or AED 4,200 above it.
All in, budget roughly 6.5–7% of the purchase price buying cash, and 7.5–9% with a mortgage once bank arrangement, valuation and mortgage registration are added. On a AED 2M property that is AED 130,000–180,000 beyond the price.
